A profile picture is different from the other type of image you are referring to - that image is called a 'Custom Avatar' image - if you want to use your profile image as your avatar, then you'll need to upload it separately again, but this time as a 'Custom Avatar' image. (see "Edit Avatar" in the "Settings & Option" section of your "UserCP" (see above menu option), then look-in the left side menu there, to reach that option.
